MR.KNOW's NO-CODE-BPM solution drives digitalisation in the public sector
The complex requirements of social insurance often pose major challenges for companies and private individuals. To create a central, understandable point of contact for all relevant information, the information portal for employers was developed. With the NO-CODE-BPM solution from MR.KNOW, a user-friendly platform could be realised that helps millions of users in Germany to fulfil reporting obligations efficiently.
Registering a new employee is a major challenge, especially for small companies. Start-up founders and private individuals who need help in the household or with care often are not familiar with the applicable regulations either: who has to report what to whom? The many laws, guidelines and regulations of social insurance are difficult for laypeople to understand.
On behalf of the Federal Cabinet, a central point was therefore to be created in 2014 where employers can find all important information on social insurance and the reporting procedure in an unbureaucratic, simple and understandable way: the information portal for employers. This is aimed at around 3.5 million entrepreneurs and private individuals in Germany and is intended to help reduce errors in contribution, reporting and certification matters. The Information Technology Service Centre of the statutory health insurance (Informationstechnische Servicestelle der gesetzlichen Krankenversicherung GmbH, ITSG) was commissioned to carry out the project. The aim of the project was for employers to be able to find all necessary information on social insurance in one place on the internet.
General conditions for the realisation
A condition for the implementation of the project was that the information portal can be easily integrated into the existing offerings of the social insurance institutions. In addition, barrier-free, simple use was to be made possible. The challenge here was to prepare the rules and regulations in such a way that they are reproduced in compliance with the law but understandable for employers. It was important that this task could be carried out independently by subject-matter experts who are not IT specialists.
Selecting the solution and deciding on MR.KNOW
In order to be able to map legal texts and other requirements efficiently and intelligently, the choice fell on an implementation by means of processes. In close cooperation with employees from the social insurance institutions, the content was created as BPMN models. Subsequently, a provider was specifically sought who is able to convert these models into executable code.
For the technical realisation, ITSG finally decided on the NO-CODE-BPM solution from MR.KNOW by Inspire Technologies. The decision-making process included a comprehensive analysis of the requirements and the available software options in order to ensure a user-friendly solution that can also be flexibly adapted to legal changes. “With Inspire Technologies, we have found a partner who understood what we wanted and was able to realise the idea with us” (Thorsten Lube, ITSG GmbH).
With the MR.KNOW – BPM Engine, it was finally possible to convert the models into code and integrate them seamlessly into the content management system. “Throughout the entire process, we did not have to program a single line of code. We thus got from the BPMN model to the view on the screen without any programming effort. This gives us the advantage that we can react quickly to changes in the law” (Thorsten Lube).
Project progress and challenges
The project started with the aim of providing the platform by early 2017, and the first modules of the information portal went into live operation as planned. The regulations had to be prepared in such a way that they are also understandable for laypeople. Through the zero-coding technology, the process models could be automatically converted into ready-to-run assistants.
The integration into the existing systems of the social insurance institutions required a stable and secure system platform. The architecture is based on Microsoft servers and, with an SOA architecture, supports the connection to external systems, e.g. Microsoft SQL databases. User-friendliness was always the focus: the system offers a responsive user interface that is adapted depending on the device and user context. The use of decision tables and the option to integrate data directly into processes contributed to rapid acceptance among users.
Result and outlook
Since 2017, the information portal has been in operation and has been continuously expanded ever since. The platform records a steadily growing usage rate. It not only helps to reduce bureaucratic effort, but also improves transparency in the reporting process.
The information portal for social insurance reporting obligations is an example of successful digitalisation in the public sector and offers a user-friendly, legally compliant solution that guides employers safely through complex regulations.
